1) There are actually very different answers to the risks of nuclear power in Japan (tolerance) and Germany (protests).
2) After risky German administrations drew the German population into horrible wars (1914-1918, 1939-1945) the German population likes to hesitate, if there is a military conflict (actually in many Arab nations).
