safety or change, courage or caution, concrete or water, conservative or progressive, what do we prefer? flow or standing still – what do some nations prefer? compare Japan or Norway, Libya or Germany etc. – 16th, 18th, 20th century …

German politics:

1) There are actually very different answers to the risks of nuclear power in Japan (tolerance) and Germany (protests).

2) After risky German administrations drew the German population into horrible wars (1914-1918, 1939-1945) the German population likes to hesitate, if there is a military conflict (actually in many Arab nations).
