How do they keep these stairs so beautiful and clear?

in the meantime the stairs are very dirty and dark
- every year they need to buy new colors –
now they have no more further money, I fear …
I love that shot and the gorgeous colors. It is a cheerful staircase and I wonder if the people who climb it daily appreciate it or get jaded.
